    It gives me immense pleasure and a deep sense of satisfaction to be present among you today on the auspicious occasion of Lok Samvardhan Parv. I extend my heartfelt congratulations to all the organizers for this significant event and convey my best wishes to everyone gathered here. Today’s celebration is a vibrant expression of our shared cultural heritage, social harmony, and national unity.

    India is not merely a nation; it is one of the world’s oldest and greatest civilizations, nurtured over thousands of years. Our identity has been shaped by our folk traditions, folk arts, regional languages, and rich cultural heritage. This collective cultural consciousness forms the very foundation of our national unity. By preserving our folk culture, we safeguard our civilization, our values, and our national identity. Therefore, the preservation of folk culture is an essential pillar of nation-building.

    Thousands of years ago, our sages proclaimed:

    “Ekam Sat Vipra Bahudha Vadanti”
    “Truth is one; the wise describe it in many ways.”

    This profound philosophy later evolved into the ideal of “Vasudhaiva Kutumbakam”—the belief that the entire world is one family. It is this cultural vision that forms the basis of India’s democratic ethos, social harmony, and national integration. For us, diversity is not a cause for division but our greatest strength.

    The term Lok signifies far more than a collection of people. It embodies our collective memory—our languages, festivals, songs, traditions, way of life, and values. It is within this vibrant folk heritage that the soul of society and the cultural consciousness of the nation reside. Preserving our folk traditions is therefore not only an act of honoring our past but also a commitment to securing our cultural future.

    Devbhoomi Uttarakhand proudly represents this rich cultural heritage. Alongside the majestic Himalayas, it is blessed with vibrant folk traditions, music, languages, and a unique way of life. The melodies of Uttarakhand echo the spirit of the Himalayas, its folk songs express the emotions of its people, and its traditional dances preserve our cultural memories from one generation to the next.

    The cultural richness of Uttarakhand lies in its diversity. The traditions of Jaunsar, the folk ballads of Garhwal, the cultural legacy of Kumaon, and the distinctive lifestyle of the Bhotiya community together make Uttarakhand culturally vibrant and unique. Preserving this heritage is not merely the responsibility of the government; it is the moral duty of every citizen.

    Folk culture is not merely a means of entertainment; it is the mirror of a society’s collective consciousness. It connects us to our roots, preserves our identity, and introduces future generations to our history and values. A society that loses touch with its folk traditions gradually loses its cultural identity as well.

    In this era of globalization and rapid technological transformation, it is our responsibility to maintain a harmonious balance between tradition and modernity. Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, India is embracing the digital revolution, artificial intelligence, and innovation while simultaneously revitalizing its rich cultural heritage. Modern technology has become a powerful medium for preserving and promoting our folk languages, arts, music, and traditional knowledge, enabling them to reach younger generations and gain global recognition.

    Our folk artists, artisans, and traditional craftsmen are the true custodians of our cultural heritage. They do not merely showcase artistic excellence; they preserve and pass on generations of accumulated wisdom, values, and cultural consciousness. Honouring them is, in essence, honouring the very soul of our civilization. Their recognition reflects our deep respect for our cultural legacy.

    Our Constitution guarantees every citizen equal rights, equal opportunities, and equal dignity. Indian culture teaches us the same lesson—that every individual is an equal and valuable contributor to the nation. When the spirit of our Constitution and our cultural traditions move forward together, they strengthen social justice, harmony, and national unity.

    India’s cultural diversity is its greatest strength. Our languages, folk songs, attire, and traditions may differ, but our national consciousness remains one. This is the foundation of the vision of “Ek Bharat, Shreshtha Bharat”. National unity grows stronger when we respect one another’s cultures, participate in each other’s festivals, and embrace each other’s traditions with warmth and mutual respect. Respect for diversity is the true essence of India’s democratic and cultural strength.

    Events such as Lok Samvardhan Parv reinforce this spirit of national unity. They serve as bridges of dialogue, trust, cooperation, and goodwill among different communities. When artists, artisans, writers, youth, and people from all walks of life come together on one platform, they not only present cultural performances but also strengthen mutual respect, social harmony, and national integration. This is the true purpose of folk culture—to unite society, preserve our values, and strengthen the nation.

    I am pleased that the Government of Uttarakhand and the Department of Minority Welfare are implementing several impactful welfare schemes to ensure that every section of society becomes an equal participant in the state’s development journey. Scholarships, incentives for girls, skill development initiatives, self-employment programmes, educational loans, and various development schemes are empowering disadvantaged and underprivileged communities. The objective of these initiatives is not merely to provide assistance but to create opportunities for every citizen to progress with dignity and self-respect.

    It is particularly satisfying to note that these efforts are centered on education, skills, self-reliance, and empowerment. Education opens the doors to opportunity, skills build confidence, and self-reliance enables individuals to lead lives of dignity. Inclusive development can only be achieved when every section of society is educated, skilled, and empowered.

    Today, our challenge is not only to formulate effective policies but also to ensure that their benefits reach the last person in society. The true success of governance lies in ensuring that every citizen becomes a stakeholder in the nation’s progress and experiences a sense of equal participation in development.

    Under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, India is moving steadily toward the vision of Viksit Bharat 2047, guided by the mantra of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas”—Together with All, Development for All, Trust of All, and Efforts by All. A developed India will be built not only through economic progress but also through social harmony, cultural prosperity, education, innovation, skill development, and active public participation. A developed Uttarakhand is an integral part of this national aspiration.

    I would especially like to urge our young citizens to embrace modern technology, foster innovation, encourage startups and entrepreneurship, and make positive use of emerging technologies such as artificial intelligence. At the same time, remain deeply connected to your mother tongue, folk traditions, moral values, and cultural roots.

    Our women have always been the greatest force for social transformation. The stronger women’s education, economic independence, and leadership become, the more prosperous, cultured, and compassionate our society will be. Through self-help groups and entrepreneurship, the women of Uttarakhand are writing inspiring new chapters of development. This is a matter of immense pride and inspiration for all of us.

    Culture is the soul of a nation. A society with a strong culture enjoys a secure present and a bright future. Therefore, let us not confine our cultural heritage merely to memories; let us make it an integral part of our families, our conduct, and our daily lives. Let us nurture social harmony as a way of life, make education and skills the foundation of progress, and continue working for the dignity, participation, and upliftment of every section of society.

    This is the true purpose of Lok Samvardhan; this is the spirit of “Ek Bharat, Shreshtha Bharat”; this is the essence of India’s timeless cultural consciousness; and this is the strong foundation of a Developed Uttarakhand and a Developed India.

    I am confident that events like Lok Samvardhan Parv will infuse new energy into our cultural consciousness, strengthen dialogue, trust, and goodwill among different communities, and play a significant role in passing our shared heritage on to future generations.

    Let this inspiring verse from the Rig Veda guide us always:

    Sangachchhadhwam Samvadadhwam Sam Vo Manamsi Janatam;
    Deva Bhagam Yatha Purve Sanjanana Upasate.

    “Let us move together, speak together, and let our minds be united. Just as the noble ones of old worked together in harmony, let us also dedicate ourselves collectively to the welfare of society, the nation, and humanity.”
