Today, I feel honored and deeply moved to be present at the Aryabhatta Research Institute of Observational Sciences (ARIES), located in Devasthal—the sacred land of Uttarakhand, a center of Himalayan consciousness, and a modern pilgrimage site of scientific pursuit.
The moment I set foot on this majestic peak of Devasthal, I experience a profound and almost divine feeling. Since ancient times, our sages and seers sought to understand the mysteries of the universe through deep meditation and spiritual discipline. Before exploring the outer cosmos, they first explored the universe within. Today, modern science is carrying forward that eternal quest through advanced technology and innovation.
On this very sacred land, all of you scientists are unveiling the secrets of the infinite universe through state-of-the-art telescopes and pioneering research. Devasthal is not merely a center of telescopes; it is a modern-day gurukul of India, where laboratories are places of penance, research is a form of spiritual practice, and the pursuit of knowledge is a grand national service.
The 3.6-meter Devasthal Optical Telescope (DOT), inaugurated by the Hon’ble Prime Minister Shri Narendra Modi, stands as a powerful symbol of the scientific capability and self-confidence of an Atmanirbhar Bharat (Self-Reliant India). It demonstrates that when Indian talent, modern technology, and global collaboration come together, we can reach the depths of space that were once considered beyond human imagination.
Whether it is the process of star formation, the spectacular explosions of supernovae, or the mysterious world of black holes, your research is showcasing India’s scientific excellence on the global stage. Prestigious research institutions and scientific communities across the world closely follow the work being carried out at ARIES and see in it the immense potential of an emerging scientific India.
First and foremost, I salute the entire ARIES family—its Director, scientists, researchers, engineers, and staff—for their unwavering commitment, silent dedication, and devotion to the nation. Your efforts have earned India a distinguished place on the global map of astronomical research.

A nation’s pride does not grow merely through secure borders; it rises even higher when its scientists hoist India’s flag in the infinite depths of space through their intellect and research. Science and security together form the foundation of a strong and self-reliant nation.
As I stand here and witness this extraordinary workplace of our scientists, my head rises with pride—as a soldier, as a patriot, and as the Governor of Uttarakhand.
The curiosity, energy, and determination that I see in the eyes of the young scientists and researchers present in this hall today are the true assets of a developed India. You are not merely studying planets and galaxies; you are expanding the boundaries of human knowledge and writing a new chapter in India’s future.
Our ancient scientific tradition has been remarkably rich. Great scholars such as Aryabhata, Varahamihira, and Bhaskaracharya analyzed astronomical phenomena with extraordinary precision using only their mathematical genius and logical reasoning, without the aid of modern instruments. Today, you are carrying forward that glorious legacy by integrating it with modern science and technology, taking India’s scientific self-confidence to new heights.
In the era of digital transformation and the Government of India’s India AI Mission, it is encouraging to see ARIES effectively utilizing Artificial Intelligence (AI) and advanced data analytics to analyze vast astronomical datasets. This represents both the future direction of science and an essential requirement for a developed India.
This institution is embodying the Indian ideal of Vasudhaiva Kutumbakam—“the world is one family”—through science. Your collaborations with Belgium, Russia, and other countries demonstrate that Indian science is not confined by borders. Every discovery we make is dedicated to the welfare of humanity, and this is the essence of Indian culture.
Nature has endowed this Himalayan region with the characteristics of an unparalleled laboratory for astronomical research. Operating advanced scientific infrastructure while preserving this fragile environment is a remarkable example of environmental responsibility and scientific excellence.

The Devasthal Observatory has created immense opportunities for astro-tourism in Uttarakhand. As people from across India and the world come here to observe the stars and explore the universe, science will spread among the masses, while also generating new avenues of employment and entrepreneurship for local youth.
I would like to make a special appeal to the leadership of the institute to periodically open the observatory to students from government schools in remote mountain regions and border villages. These children possess tremendous scientific potential and need only the right opportunities and inspiration.
When a young boy or girl from the hills sees this magnificent telescope and experiences the vastness of the universe, the dream of becoming a new Aryabhata may be awakened within them. We must not confine science to laboratories; we must take it to every citizen, so that the next generation develops scientific temper, logical thinking, and a culture of innovation.
As a soldier and patriot, I would also like to acknowledge the challenging conditions under which you work. Conducting continuous observations and research during freezing nights in these remote mountainous regions reflects extraordinary dedication.
Believe me, your scientific pursuit is as great a service to the nation as the devotion of our brave soldiers guarding the borders. A soldier protects the geographical boundaries of the nation, while a scientist expands the frontiers of knowledge, innovation, and the future. Both serve the same purpose—to make the nation secure, capable, self-reliant, and great.
Continuous investment in space science, research, and innovation, along with the promotion of scientific thinking, will make India a global knowledge powerhouse in the years ahead. I am fully confident that ARIES will continue to serve as a guiding light and beacon in this remarkable journey.
