Vice President Shri C. P. Radhakrishnan today addressed the officer trainees of the 2024 batch of the Indian Administrative Service (IAS) at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie. Governor Lieutenant General Gurmit Singh (Retd.) graced the occasion with his presence.
Congratulating all the officer trainees on successfully completing their professional training, the Governor extended his best wishes for a bright, meaningful and dedicated career in the service of the nation. He said that one chapter of training at the Academy was concluding today, but the real and significant journey of national service was now beginning.
The Governor said that the true test of administration comes in challenging circumstances, when time is limited, information is incomplete and decisions have far-reaching consequences. In such situations, rules provide guidance and experience offers support, but sound judgment, impartiality and foresight are essential for making the right decisions.
He said that India is currently passing through an important phase of transformation. To realise the vision of a developed India, officers must understand not only policies but also ground realities and the aspirations of citizens. Addressing the officer trainees, he urged them to see India not merely through statistics, but through its villages, towns, cities and the lives of ordinary citizens.
He said that while files provide facts, field visits provide an understanding of reality. Officers must go among the people, listen to them and understand their difficulties. The foremost duty of administration is to listen to the people and preserve their trust.
The Governor said that Artificial Intelligence (AI), data science and emerging technologies are providing new capabilities to enhance administrative efficiency and decision-making. Officers should learn and adopt these technologies and continuously keep themselves updated.
He said that during their careers, officers would encounter numerous opportunities and challenges. In every situation, the spirit of placing the nation above all else must remain alive within them. It is this spirit that will enable them to rise above their positions and become true servants of the nation.
He said that as officer trainees leave the Lal Bahadur Shastri National Academy of Administration, they should emerge not only as capable administrators but also as dedicated public servants whose work reflects transparency, whose conduct demonstrates sensitivity, whose decisions show firmness, and whose hearts always carry the spirit of “Nation First.”
Cabinet Minister Shri Ganesh Joshi, Director of the Lal Bahadur Shastri National Academy of Administration Dr. B. Rajender, and other senior officials were also present on the occasion.
