Lok Bhavan Nainital 16 June, 2026

Governor Lieutenant General Gurmit Singh (Retd.) participated as the Chief Guest in a programme organized at the Indian Veterinary Research Institute (IVRI), Mukteshwar, under the Indian Council of Agricultural Research (ICAR), on Tuesday, where he formally inaugurated the “Khet Bachao Abhiyan” (Save the Fields Campaign).

On the occasion, the Governor stated that the true objective of science and research should be to bring positive change to the lives of the last person in society. He emphasized that scientific achievements become meaningful only when their benefits reach farmers, livestock rearers, and rural communities.

The Governor remarked that IVRI, Mukteshwar is not merely a research institution but an important centre of science, service, and nation-building. He appreciated the institute’s rich scientific legacy and its significant contributions in the fields of animal health, disease control, biosecurity, and livestock development.

He noted that livestock form the backbone of the rural economy in the hill regions of Uttarakhand and serve as a vital source of livelihood and self-reliance, particularly for women. Calling upon scientists to make the “Lab to Land” concept more effective, he stressed that the benefits of research must reach remote villages and marginal livestock farmers.

The Governor stated that extensive self-employment opportunities can be created for local youth by integrating science-based dairy farming, goat rearing, poultry farming, beekeeping, and other livestock-related activities with modern technology. He urged IVRI to undertake special initiatives to connect young people with scientific training, technical guidance, and entrepreneurship.

Referring to the challenges posed by climate change, the Governor described the “One Health” concept as a necessity of the present time. He stated that human, animal, and environmental health are closely interconnected and therefore require coordinated efforts in the areas of animal health and biosecurity.

The Governor emphasized the conservation and promotion of Uttarakhand’s indigenous livestock breeds, particularly the Badri cow, as well as the preservation of the State’s rich biodiversity. He also highlighted the need for scientific validation of natural farming practices and traditional knowledge systems. He further observed that Artificial Intelligence (AI), tele-veterinary services, and digital technologies can be effectively utilized to deliver expert advice and services to livestock owners in remote areas.

Addressing young scientists and students, the Governor said that science becomes complete only when it is guided by human sensitivity and compassion. He encouraged them to visit villages, understand the challenges faced by farmers and livestock rearers, and develop practical solutions to address their problems.

The Governor called upon the institute to work towards developing at least 100 model livestock villages across Uttarakhand in the coming years. He expressed confidence that IVRI, Mukteshwar, through its scientific excellence and research capabilities, would continue to make significant contributions towards the vision of a Developed India and a Developed Uttarakhand.

Earlier, the Governor visited various laboratories, the institute library, and the natural cold storage facility of the institute.

Among those present on the occasion were Dr. Raghavendra Bhatta, Director of the Institute; Dr. S. K. Singh, Joint Director; Dr. Sher Singh; other officials of the institute; and farmers.
