Hon’ble Governor Lieutenant General Gurmit Singh (Retd.) held separate review meetings with senior administrative officials of the Kumaon Division and Nainital district at Lok Bhavan, Nainital on Monday to assess the administrative, developmental, and tourism-related situation in the region.
The Governor first reviewed major issues, achievements, and developmental initiatives related to the Kumaon Division with Kumaon Commissioner Deepak Rawat. He reviewed the progress of development works being carried out in remote and border areas of the division and emphasized the effective implementation of infrastructure projects, public welfare schemes, and development programmes in these regions.
The Governor directed officials to ensure that people living in remote areas receive the benefits of government schemes on a priority basis so that the advantages of development reach the last person in society.
Deepak Rawat informed the Governor that the bypass being constructed for Kainchi Dham is nearing completion, which will improve accessibility for devotees and help streamline traffic management. He further informed that the AIIMS Satellite Centre under construction in Kichha as part of the expansion of healthcare facilities in the Kumaon Division is expected to be completed within the next two to three months. Once operational, it will provide improved and accessible healthcare services to the people of the region.
District Magistrate Lalit Mohan Rayal briefed the Governor on matters related to revenue administration, birth and death registration, resolution of land disputes, and regulation of homestay operations in the district.
He informed that the land mutation process has been simplified and made more transparent. Instead of citizens repeatedly visiting revenue offices, revenue officials are now organizing village-level camps where land records are read publicly and necessary corrections are made on-site. Under this campaign, nearly 25,000 beneficiaries have already been registered.
The District Magistrate also informed that a special campaign for birth and death registration resulted in the disposal of nearly 12,000 pending cases, achieving zero pendency status. He stated that delays in death certificates often create difficulties in insurance claims, banking procedures, and inheritance-related matters, and therefore the issue was treated with priority.
He further informed that a Revenue Enforcement Committee has been constituted in the district to resolve revenue-related disputes such as land demarcation, boundary disputes, encroachments on irrigation channels, land measurement issues, and family property divisions. Under this initiative, around 3,400 cases have been resolved so far.
The District Magistrate also informed that in several areas, homestays are being operated like commercial hotels in violation of prescribed norms. Action has been initiated in such cases, and notices have been issued to nearly 300 homestay operators, while cancellation proceedings are underway.
The Governor also reviewed the law and order situation in the district with Senior Superintendent of Police Dr. Manjunath TC. Discussions were held regarding major achievements, existing challenges, and efforts being made to further strengthen law and order arrangements. The Governor was also briefed on traffic management measures during the tourist season, arrangements made to ensure smooth traffic flow, and initiatives taken for the convenience and safety of tourists.
The Governor directed officials to ensure that tourists visiting Nainital do not face any inconvenience.
