    22-02-2026 : Address of the Hon’ble Governor at the “Divya Kala Mela” Programme

    It gives me immense pleasure, satisfaction, and a deep sense of pride to be present among you today on the auspicious and inspiring land of Devbhoomi Uttarakhand on the occasion of the “Divya Kala Mela.”

    On this dignified occasion, I extend my heartfelt greetings to the Hon’ble Minister of State, Government of India, Ministry of Social Justice and Empowerment, Shri B. L. Verma Ji; distinguished guests; public representatives; representatives of various institutions; members of the media; and especially our inspiring दिव्यांग brothers and sisters.

    Today’s event is not merely a fair. It is a powerful expression of an empowered and self-reliant Divyang India. It is a celebration of those talents that challenge circumstances and transform them into opportunities. Every product displayed here, every work of art, and every performance conveys the message that disability is not a limitation, but a symbol of indomitable determination, inner strength, and creative potential.

    Ladies and Gentlemen,

    The concept of inclusive development becomes meaningful only when no section of society is left behind in the mainstream of progress. Persons with disabilities are not objects of sympathy; they are entitled to dignity, opportunity, and equal participation. They are active contributors to nation-building. When they receive the right platform, resources, and trust, the collective energy of the nation multiplies many times over.

    Divya Kala Mela is a strong symbol of our national commitment to empowerment. The 30th edition being organized in Dehradun marks an important milestone in this continuing journey. In the previous 29 fairs held across the country, 2,362 participants earned more than ₹23 crore in income, and loans exceeding ₹20 crore were sanctioned. These achievements reflect our shift from the traditional concept of welfare toward empowerment rooted in self-reliance.

    Through employment fairs, 3,131 participants have taken part so far. Of these, 1,007 advanced in the selection process, and more than 313 received job offers. These are not mere statistics; they are evidence of rapid transformation and the rising power of self-respect, confidence, and self-reliance.

    Around 90 stalls set up here in Dehradun present a remarkable confluence of skill, innovation, and entrepreneurship. Various institutions of the Government of India, social organizations, and partner agencies are actively contributing to this event. The employment fair scheduled for 26 February will open new avenues of opportunity for Divyang youth in reputed institutions.

    Both the Central and State Governments are striving to make persons with disabilities self-reliant through skill development, financial inclusion, self-employment support, marketing assistance, and technological aid. Institutions such as the National Handicapped Finance and Development Corporation (NHFDC) are providing concessional financial assistance and entrepreneurial support, offering not just economic aid but also opportunity, confidence, and dignity.

    Ladies and Gentlemen,

    This mela truly embodies the spirit of “Vocal for Local.” The products displayed here are not merely goods; they are living stories of hard work, dedication, and confidence. When we choose these products, we are not just making purchases—we are supporting dreams, strengthening self-respect, and reinforcing the foundation of a self-reliant India.

    The sports activities organized as part of this event—such as Boccia demonstrations, blind cricket, and other competitions—highlight how sports serve as an effective medium of inclusion. Sports nurture confidence, discipline, and team spirit. Likewise, each cultural evening will showcase performances by Divyang artists, and the “Divya Kala Shakti” programme on 1 March will present a grand journey from struggle to creation. It will not merely be a cultural programme, but a celebration of human potential.

    Inclusion is not merely a matter of policy; it is a matter of social conduct. We must ensure that education, employment, public infrastructure, and digital services are accessible and inclusive for all. A sensitive society is one where diversity is respected and every individual can progress according to their abilities.

    I especially call upon the youth to become agents of this transformation. Encourage products made by persons with disabilities, support their enterprises, and play an active role in building an inclusive society. The dream of a self-reliant India will be realized only when our youth are both sensitive and participative.

    Uttarakhand is a land of compassion, service, and action. From this sacred soil, may the message of inclusion and empathy resonate across the nation. When policy is guided by sensitivity and opportunity is supported by trust, true social transformation becomes possible.

    Today, we must bring about a change in our perspective. Let us view disability not as a limitation but as diversity. Let us recognize the inherent potential in every individual. Let us provide opportunities and resources. Let us create an environment where no one feels neglected or deprived.

    India is moving steadily toward the goal of “Viksit Bharat 2047.” This is not only a pledge for economic prosperity, but also a commitment to social justice, equal opportunity, and the right to a life of dignity. The success of this vision will depend on how effectively we recognize and empower the potential of every citizen.

    Under the strong leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, India is progressing with remarkable momentum. From the digital revolution to world-class infrastructure, from defense self-reliance to a strong global presence—new confidence is visible in every sector. This is an awakened India. This is a confident India. And I firmly believe that by 2047, this capable and prosperous India will stand before the world as a developed nation, ready to provide global leadership.

    Today, the call of the hour is to make “Nation First” the guiding principle of our lives and to place the nation above all in every action. This consciousness will be the strongest foundation of a self-reliant India and the driving force behind a developed India. When 1.4 billion citizens move forward placing national interest above all, India will not merely progress—it will guide the world and once again earn the status of “Vishwa Guru.”

    On this significant occasion, let us collectively resolve to build a society of equal opportunities. Let us strengthen a culture of dignity and respect. Let us make self-reliance a core value of life. Let us create an India where every ability finds opportunity, every effort earns respect, and every citizen moves forward with confidence.

    Let us energize this journey from resolve to accomplishment with renewed determination. With these words, I congratulate the organizers for the success of the “Divya Kala Mela” and extend my best wishes for the bright future of all participants.
