23-01-2026 : Address by the Hon’ble Governor at the Sixth Convocation Ceremony of Shri Dev Suman Uttarakhand University, Badshahithaul

For all of us—and especially for those engaged in learning and teaching—today is a moment of great sanctity and historic significance. As we all know, today marks the auspicious festival of Basant Panchami, dedicated to the worship of Goddess Saraswati, the divine embodiment of knowledge, wisdom, and learning. On this sacred occasion, I extend my heartfelt and warm greetings to each one of you.
This day holds added significance as it also marks the 128th birth anniversary of the great national leader, Netaji Subhas Chandra Bose. A devoted seeker of knowledge and a man of exceptional intellect, Netaji secured the fourth rank in the prestigious Indian Civil Services examination in 1920. Yet, the brutal massacre at Jallianwala Bagh and the fire of patriotism within him compelled him to renounce the comforts of British authority for the cause of India’s freedom.
By forming the Azad Hind Fauj and giving the clarion call, “Give me blood, and I will give you freedom,” Netaji ignited a revolutionary spirit among the masses. His slogan “Jai Hind” continues to resonate as a symbol of pride and inspiration for our armed forces. I urge the youth to draw inspiration from his indomitable courage and unwavering devotion to the motherland, and to commit themselves wholeheartedly to nation-building.
Being present among you today, on this momentous occasion and in this sacred temple of learning blessed by Goddess Saraswati, fills me with immense joy and deep inner satisfaction. It is a matter of particular pride that our daughters have once again demonstrated outstanding excellence through their talent, perseverance, and determination. Securing 59 out of 83 gold medals, they have not only brought glory to the University but also to society at large. Our daughters are truly self-reliant, empowered, and torchbearers of nation-building.
I extend my heartfelt congratulations and best wishes for a bright future to all 20,664 students receiving degrees today. I also express my sincere gratitude to the parents, guardians, and esteemed teachers whose invaluable guidance, selfless dedication, sacrifice, and perseverance have made these achievements possible.

Our beloved Uttarakhand is not merely a geographical entity; it is the cradle of Indian civilization and a timeless centre of knowledge and spirituality. This sacred land, blessed by the presence of sages and saints, is home to the revered Char Dham. Every particle of this land resonates with simplicity, peace, and a spirit of supreme dedication to the nation.
This land is further sanctified by its association with Guru Gobind Singh Ji—a revolutionary saint and an unparalleled warrior—who gifted humanity a unique synthesis of spirituality and valor that will guide generations to come.
This University bears the name of the great martyr Shri Dev Suman Ji, who laid down his life at the young age of 28 while courageously resisting injustice. His supreme sacrifice continues to inspire us to walk the path of truth, justice, and public welfare. On this solemn occasion, I bow in reverence to the immortal martyr Shri Dev Suman Ji.

It is indeed heartening to note that in a short span of time, the University has achieved remarkable milestones, encompassing 236 institutions and over 80,000 students. Its achievements in academics, skill development, and intellectual property are commendable, with 67 patents published and 17 granted—clear testimony to its intellectual strength.
Beyond academics, students of this University have excelled in sports and national service. Participation of NCC cadets in the Republic Day Camp and various national camps in 2025 is a matter of pride. Similarly, students Sagar Kumar and Mohit Joshi have brought laurels to the University by winning silver medals at the national level in sports.
Dear Students,
Self-reflection inspires continuous improvement; self-confidence empowers you to achieve the impossible; and self-discipline keeps you firmly anchored to values and integrity. Together, these three shape the direction and momentum of life. By embracing this trinity, you will not only achieve success but also emerge as responsible, capable, and inspiring nation-builders.
I expect that the knowledge, skills, and values you have acquired here will serve as instruments for addressing national challenges and empowering those at the last rung of society. Remember—substance abuse offers only fleeting pleasure while destroying health, future, and self-respect. Stay away from such vices. You are not merely beneficiaries of the nation; you are its architects. Use your potential with the spirit of “Nation First.”

Dream big and dream boldly—with open eyes—and make discipline, hard work, and unwavering resolve your life’s mantra. Your dreams are not just personal milestones; they are the foundation of the nation’s bright future. When youth are aware, diligent, and nation-centric, India will lead the world and create history.
We live in an era of intense competition and rapid technological advancement. In this digital age, proficiency in areas such as Artificial Intelligence, Cyber Security, Data Science, and Quantum Technology is no longer optional—it is essential. These are not mere concepts; they are the driving forces of tomorrow. With focused preparation today, India will be ready to lead the world by the centenary of independence in 2047.

Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, the new India is scaling unprecedented heights of progress. Initiatives such as Atmanirbhar Bharat, Make in India, Startup India, Digital India, and Skill India have infused new momentum into innovation, entrepreneurship, and technological empowerment. This Amrit Kaal presents unparalleled opportunities for the youth to establish their identity on the global stage.
Reforms in education, research, startups, defence, space, sports, and the digital economy signal that India is transitioning from a nation of opportunities to a nation of leadership. I urge the youth to seize these opportunities and play a leading role in national progress alongside personal growth.
True success is not momentary victory but sustained achievement rooted in ethics and values. Wherever you go, may you contribute actively to the development of both the nation and Uttarakhand. I congratulate the entire University family on the successful conduct of this convocation and am confident that the University will continue to achieve excellence at national and international levels.
The National Education Policy will liberate our education system from colonial mindsets and enrich it with Indian values, innovation, and modern technology. Walking this path, we will nurture a skilled, ethical, and nation-oriented workforce capable of steering India towards global leadership. I am confident that each one of you will play a vital role in realizing the vision of a developed India by 2047.
