    I extend a heartfelt welcome and greetings to all of you at Raj Bhawan.

    It gives me immense pleasure and pride to be present among you today. This conference is not merely a formal gathering; it is an opportunity to collectively determine the direction of Uttarakhand’s future—one that we all aspire to develop and strengthen together.

    All of you are the pillars of good governance and development, upon whom rest the aspirations of the present and future generations of Uttarakhand. I am pleased that this three-day conference has engaged in serious, broad and in-depth deliberations on the theme “Viksit Uttarakhand 2047.” I am confident that the reflections and thoughtful discussions on this important subject will yield outcomes that will help Uttarakhand emerge as the finest state in the country in the years ahead.

    Uttarakhand is unique in its nature, culture and heritage. The towering Himalayan peaks are not merely geographical elevations; they symbolize inner strength, patience, sacrifice, and austerity. The sacred flows of the Ganga and Yamuna continually inspire us with purity, dynamism and selfless service. This is why Uttarakhand is not just a land, but a perpetual source of faith, spirituality and energy—truly the Devbhoomi.

    The journey of the past 25 years reflects our struggles, our resolve and our capabilities. Despite numerous challenges, Uttarakhand has carved its path of progress. Mountainous terrain, border districts, dense forests, difficult routes and natural disasters have continually tested the pace of development. Yet I am proud that the administrative machinery has faced each of these obstacles with exemplary courage and promptness. Whether it be floods, landslides, heavy rainfall or earthquakes, the officers of Uttarakhand have always demonstrated extraordinary ability while giving utmost priority to the safety of the people.

    Today, our state has become more aware, more aspirational and more sensitive. With the spread of education, public expectations have also increased. People now seek not only services, but services that are timely, transparent, efficient and humane. Administration today is not driven merely by files; it is defined by conduct, empathy and time-bound action. Your responsibility is not only to formulate policies but also to ensure their effective delivery to the last person. True good governance will be realized on the day government schemes reach every beneficiary with complete sincerity.

    The vision of Viksit Uttarakhand 2047 is not limited to economic growth; it envisions a society in which opportunities, security, education, health, culture and environmental balance flourish together. I believe that Uttarakhand, in the years to come, will present a model rooted in spiritual, cultural, natural and human values—one that will serve as an inspiration for the entire nation.

    In my view, a developed Uttarakhand is a state that protects its spiritual identity and natural resources while advancing confidently with modernity, innovation and technology. Uttarakhand can emerge as a global hub for yoga, Ayurveda and wellness. Mountain agriculture, herbal industries, micro-enterprises, tourism and local products can give new direction to the state’s economy. Our universities can become centers of research and innovation. And most importantly, a strong, transparent and sensitive administration will form the backbone of a developed Uttarakhand.

    I earnestly expect all officers to consider dedication as their duty, honesty as their strength, and courteous conduct as their identity. People remember not your position, but your behaviour. Even difficult situations become manageable through empathy and courage. Every decision in the life of a civil servant affects not only the present but also the future. Therefore, each of your steps shapes the direction of Uttarakhand’s coming generations.

    In this two-day administrative conference, the vision for Viksit Uttarakhand 2047 presented by the Planning Department, and the discussion to be held by the Finance Department on the state’s economy and future challenges, will be immensely valuable. I am confident that the suggestions and solutions emerging from this forum will form key pillars of Uttarakhand’s development journey in the years ahead.

    The future of our nation rests upon Viksit Bharat 2047. And Viksit Bharat can become a reality only when states like Uttarakhand become strong, self-reliant and well-governed. Our state is a reservoir of natural resources, a center of spiritual heritage, and a guardian of the nation’s borders. Thus, Uttarakhand’s role in the making of a developed India is extremely significant.

    In conclusion, I would like to say that your dedication, your hard work and your vision can lead Uttarakhand to the heights we all dream of. Your commitment, discipline and spirit of public service will make Uttarakhand not just developed, but an inspiring state.
