Governor Lieutenant General Gurmit Singh (Retd.) on Wednesday inaugurated Operation Saathi, the Aarohi Incubator, and the AI Newsletter at Lok Bhawan. On the occasion, the Governor also visited the startup exhibition organized on the premises.
Addressing the gathering, the Governor said that these three initiatives mark the beginning of a new era of knowledge, innovation, artificial intelligence (AI), and participatory development in Uttarakhand. He stated that the 21st century belongs to artificial intelligence, quantum computing, cyber technology, and other emerging technologies, and that Uttarakhand must prepare itself now to lead this transformation.
The Governor noted that Lok Bhawan has already created awareness and built confidence in AI through initiatives such as the AI Theme Room and AI on Wheels. He said that Operation Saathi, the Aarohi Incubator, and the AI Newsletter represent the next phase of this mission.
He further said that the youth of Uttarakhand possess immense talent and original ideas. The need, he emphasized, is to identify this talent and connect it with technology, research, and innovation. Through Operation Saathi, talented individuals from rural areas, schools, and universities who are developing solutions to local challenges will be identified and supported.
The Governor added that every idea requires the right environment to grow, and the Aarohi Incubator will provide mentorship, expert guidance, and resources to help young innovators transform their ideas into successful startups. Referring to the startup exhibition, he said that young innovators in the state are developing AI-based applications to address local challenges, which is a significant step towards building an Atmanirbhar Bharat (Self-Reliant India).
Expressing confidence, the Governor said that Operation Saathi, the Aarohi Incubator, and the AI Newsletter will help build a strong ecosystem for innovation, startups, research, and public participation in Uttarakhand, while playing a key role in making the state a national model for responsible AI and innovation-driven development.
On the occasion, Mr. Siddharth Madhav of TechnoHub provided an overview of the initiatives. The event was attended by Ms. Reena Joshi, Additional Secretary to the Governor; Mr. Durgesh Pant, Director General of UCOST; Mr. Jayant Srinivas, Director of the Assistive Technologies Accelerator at Samarthanam Trust for the Disabled, Bengaluru; Amogh Lila Prabhu, Vice President of ISKCON Temple, Dwarka, New Delhi; vice-chancellors of various universities; and students.

Operation Saathi
Operation Saathi is a special initiative aimed at identifying hidden talent and grassroots innovations in Uttarakhand’s remote regions. Under this initiative, interactions will be conducted across all 13 districts of the state with students, researchers, women entrepreneurs, farmers, self-help groups, startups, and local innovators to discover and promote their innovative ideas.
AI Newsletter
The AI Newsletter is a dedicated knowledge platform that will document developments in artificial intelligence, research, innovation, startups, technology-driven governance, and institutional achievements in Uttarakhand. It will bring together AI-related activities, research, policy initiatives, student innovations, startup success stories, and best practices on a single platform, making them accessible to educational institutions, researchers, industry, and the general public.
RoV Incubator Centre
The RoV (RoV) Incubator Centre is a dedicated incubation platform established to support innovators and startups in Uttarakhand. Its objective is to provide young entrepreneurs with end-to-end guidance—from idea generation and prototype development to mentorship, business development, investor connections, and enterprise creation. The centre will place special emphasis on providing opportunities to talent from rural and mountainous regions, while fostering a strong startup and innovation ecosystem across the state.
