25-03-2026 : Address by the Hon’ble Governor on the Launch of “Pragyanam” AI Chatbot Developed by Sri Dev Suman Uttarakhand University
Jai Hind!
Today’s historic occasion is not merely the inauguration of a technological innovation, but the proclamation of a profound idea—where India’s ancient knowledge tradition and modern artificial intelligence come together in a powerful synthesis.
The “Pragyanam” AI chatbot, developed by Sri Dev Suman Uttarakhand University, is truly a visionary initiative that weaves together the depth of our past and the possibilities of our future.
I extend my heartfelt congratulations to the university fraternity, the technical team, and all the brilliant minds who worked tirelessly day and night to bring this innovation to life.
Devbhoomi Uttarakhand has, for centuries, been a land of knowledge, penance, and spiritual consciousness. It is the very land where sages and seers, through deep contemplation and research, offered humanity a holistic philosophy of life. The emergence of an innovation like “Pragyanam” from this sacred land proves that our tradition is not static but a continuously evolving, living stream.
“Pragyanam”—the name itself is profound and inspiring. The Upanishads declare, “Prajnanam Brahma”—knowledge itself is the ultimate reality. In this sense, this chatbot is not merely a tool for information, but a digital embodiment of that consciousness of knowledge which guides human life. It is a platform that not only stores knowledge but makes it interactive, accessible, and alive.
The Indian knowledge tradition is one of the oldest, richest, and most comprehensive in the world. The knowledge embedded in the Vedas, Upanishads, Ayurveda, Yoga, astrology, mathematics, and astronomy is not merely spiritual or cultural but also scientific and practical. This tradition teaches us that the purpose of knowledge is not just to gather information, but to make life balanced, meaningful, and prosperous.
Today, as the world rapidly advances toward the peak of technological progress, the relevance of India’s knowledge systems is increasing even further. Yoga and meditation are being adopted globally for mental well-being. Ayurveda is being re-established as a holistic health system. Environmental conservation principles found in our Vedas have become central to global discourse.
Our ancient scholars possessed highly advanced scientific insight. The discovery of zero and the decimal system revolutionized global mathematics. Maharshi Kanada’s atomic theory, Acharya Sushruta’s surgical system, and Charaka’s medical science stand as strong evidence that India has been a pioneer in both knowledge and science. It is our responsibility not only to take pride in this heritage but to make it relevant in the modern context.
Ultimately, it can be said that the Indian knowledge system is not just a legacy of the past but also highly relevant for the present and future. It strengthens India’s cultural identity and can contribute significantly to the holistic development of humanity on a global scale.
Today, there is a need to integrate this knowledge with modern technology, especially AI, to make it more effective and accessible. Innovations like “Pragyanam” are important steps in this direction, revitalizing the Indian knowledge tradition in the digital age and becoming a powerful source of knowledge for future generations.
The National Education Policy 2020 emphasizes making the Indian knowledge system an integral part of education. It conveys that the purpose of education is not merely employment, but the holistic development of personality. “Pragyanam” can serve as a strong medium to realize this vision.
Today’s era is the age of artificial intelligence, data, and innovation. Technology is transforming how we think, learn, and work. At such a time, it is essential that you do not view technology merely as a tool of convenience, but as a means of nation-building. Remember—AI is your assistant and guide, but ultimate decision-making and wisdom will always rest with humans.
My young friends,
India is today the youngest nation in the world, and the dreams in the eyes of its youth will shape the destiny of tomorrow’s India. I urge you to dream big and have the courage to realize those dreams.
The spirit of “Nation First” must be the foundation of all our actions. Any technology is meaningful only when it contributes to national development. Through “Pragyanam,” education will be strengthened, knowledge will spread, and it will indirectly play a significant role in nation-building. When a student becomes knowledgeable, they empower not only themselves but the entire society.
We have now entered an era where ‘data’ is emerging as a new form of energy and ‘artificial intelligence’ as a new form of power. The vision of ‘Viksit Bharat @ 2047’, as envisioned by the Hon’ble Prime Minister, will be driven by technology. Our goal is not just a developed India, but a prosperous India and the restoration of India’s status as a ‘Vishwaguru’ (global leader in knowledge).
Considering the geographical conditions of Uttarakhand, such digital initiatives are extremely important. For students living in mountainous regions, this technology will act as a bridge connecting them to the mainstream. It realizes the vision of Digital India, ensuring equal opportunities for every citizen.
At the same time, it is essential to uphold technological ethics. The use of AI is meaningful only when it aligns with truth, transparency, and human values. We must ensure that technology becomes a tool for positive transformation, not confusion or imbalance.
I expect the university administration to continuously upgrade “Pragyanam” by incorporating multilingual features, voice interfaces, and research-based content, making it more comprehensive and effective. Efforts should also be made to establish it globally, so that the Indian knowledge system can reach the entire world.
Devbhoomi Uttarakhand is known as the land of knowledge and spirituality. Today, through “Pragyanam,” this land is once again leading a new chapter of knowledge revolution. This initiative is a matter of pride not only for Uttarakhand but for the entire nation.
In conclusion, I would like to say that India’s knowledge is not merely a legacy of the past but a guide for the future. If we integrate it with modern technology, it will not only strengthen our nation but also provide new direction to the world.
My dear youth, remember—you are the children of Devbhoomi, from where the sacred Ganga originates. Just as the Ganga flows continuously, your stream of knowledge should also flow endlessly. Embrace technology, but never forget your roots—your culture.
Let us all come together to transform this digital revolution into a knowledge revolution and commit ourselves to restoring India to its glorious position as a ‘Vishwaguru’.
With these words, I once again congratulate Sri Dev Suman Uttarakhand University for this excellent and visionary initiative and extend my best wishes for the bright future of the “Pragyanam” AI chatbot.
My heartfelt wishes to all of you.
Vande Mataram! Bharat Mata Ki Jai! Jai Hind!
