Lok Bhavan Dehradun 12 September, 2026

Doon University and the Center for Research and Advanced Studies (CINVESTAV), Mexico, have signed a Memorandum of Understanding (MoU) to strengthen international academic cooperation and partnership between the two institutions. Established in 1961, CINVESTAV is internationally recognised for advanced research in the fields of natural sciences, engineering and humanities. An autonomous, publicly funded research institution of the Government of Mexico, CINVESTAV operates through a network of 11 campuses across the country.

The partnership aims to promote academic, scientific and research collaboration between the two institutions and further strengthen cooperation between India and Mexico in higher education, science and technology, engineering, mathematics, humanities and social sciences.

The MoU signing ceremony was held at Lok Bhavan in the presence of Governor of Uttarakhand Lieutenant General Gurmit Singh (Retd.), Vice-Chancellor of Doon University Prof. Surekha Dangwal, and Mrs. Deepti Gandhi, Deputy Chief of Mission, Embassy of India in Mexico, along with Prof. Alberto Sánchez Hernández, Director General, CINVESTAV, and Prof. Martha Espinosa, International Relations Coordinator, CINVESTAV, who joined virtually. Dr. Arun Kumar, Director, Research and Development, Doon University, along with senior officials, scientists, faculty members and researchers from CINVESTAV, were also present.

On the occasion, the Governor said that education is an unlimited and continuous journey of learning. International collaborations provide new opportunities to learn from each other’s experiences, knowledge and expertise. He said the MoU between Doon University and CINVESTAV would play an important role in bringing together different dimensions of research and giving a new direction to institutional cooperation between the two countries.

The Governor said that the partnership would create greater opportunities for improving the quality of research, developing new patents and exploring their commercialisation. At the same time, it would provide an opportunity to understand the civilisations, cultures and knowledge traditions of India and Mexico. “This is not merely an academic partnership; it is also an important avenue for cultural exchange between the two countries,” he said. He congratulated the Vice-Chancellor, faculty members and researchers of Doon University on this significant achievement.

The Governor appreciated the cooperation and coordination extended by Prof. Alberto Sánchez Hernández, Director General, CINVESTAV, and Mrs. Deepti Gandhi, Deputy Chief of Mission, Embassy of India in Mexico, in facilitating the partnership. He said that such international collaborations in higher education would give Uttarakhand’s education and research ecosystem greater global visibility. He also called upon other universities in the state to pursue similar international partnerships so that higher education in Uttarakhand could be taken to new levels of excellence.

Vice-Chancellor of Doon University Prof. Surekha Dangwal said that the potential areas of collaboration would include joint research activities and projects, exchange of faculty and researchers, student mobility, and the organisation of joint seminars, conferences and workshops. The two institutions would also explore the development of joint academic programmes and the possibility of introducing joint degree programmes.

She said that collaboration would also be pursued in areas including Computer Science, Physics, Mathematics, Economics, Culture, Design, Biological Sciences, Environmental Sciences, Psychology, and Urban Development and Management.

The ceremony was attended by Registrar of Doon University Mr. Durgesh Dimri, Prof. R.P. Mamgain, Prof. B.S. Bisht, Dr. Himani Sharma and Dr. Charu Dwivedi, along with other university officials, faculty members and researchers.
