Governor Calls for Modern Approach in Child Welfare; Emphasizes Preparing Children for AI Era and Developed India Vision

Hon’ble Governor Lieutenant General Gurmit Singh (Retd.) emphasized the collective responsibility of society in ensuring the holistic development of children while addressing the 17th meeting of the Uttarakhand State Child Welfare Council held at Lok Bhavan on Thursday.
The Governor stated that child welfare is not merely an administrative function but a sacred responsibility. He stressed the need for sensitive and proactive efforts to support children who lack access to resources, protection, and opportunities.
He called upon the members of the Council to work with greater enthusiasm, active participation, and dedication. He emphasized that institutions like the Child Welfare Council must evolve with time by adopting a modern outlook, innovative approaches, and progressive working methods, with a strong focus on children’s health, education, rights, and overall well-being.
The Governor directed that effective Child Welfare Centers be developed at the district level to strengthen outreach and ensure better delivery of schemes and support to children in need. He instructed coordination with district administrations to facilitate the establishment of such centers.
He further stated that efforts should go beyond routine activities and focus on preparing children for the challenges of the 21st century, including Artificial Intelligence and the vision of a Developed India. He emphasized that positive thinking and social participation are as important as resources and called for enhanced collaboration with corporate social responsibility initiatives and voluntary organizations.
During the meeting, the Governor directed the newly appointed office bearers and members of the Council to prepare a concrete action plan within one month. He also indicated that a review meeting will be held soon to take effective and result-oriented decisions in the field of child welfare.
As the tenure of the existing executive body concluded, a new executive committee was constituted. Dr. S. Farukh was appointed as Senior Vice President, Shri Mohan Singh Khatri and Smt. Pushpa Manas as Vice Presidents, Smt. Asha Painyuli as General Secretary, Rohit Kochagwe as Treasurer, and Jyotsna Khatri as Joint Secretary.
The Governor also approved the estimated income and expenditure for the financial year 2026–27 and gave his consent on various agenda points. Outgoing General Secretary Pushpa Manas presented the minutes of the 16th meeting and provided a brief overview of the activities conducted during the previous year.
The meeting was attended by Secretary to the Governor Ravinath Raman, Finance Controller Dr. Tripti Srivastava, outgoing Senior Vice President Jagdish Babla, Vice President Madhu Beri, Treasurer Dr. Asha Srivastava, Joint Secretary Kamlesh Prasad Bhatt, along with other office bearers, members, and district-level representatives of the Council.
