    Foundation stone laid and inauguration of 51 development projects worth over ₹219 crore in Dehradun district

    Governor Lieutenant General Gurmit Singh (Retd.) and Chief Minister Pushkar Singh Dhami on Saturday addressed the people of Uttarakhand at the inauguration of the ‘Service, Good Governance and Dedication: Government for Every Citizen, at Every Doorstep’ Service Fortnight programme held at the IDPL Ground in Rishikesh. On the occasion, they inaugurated and laid the foundation stones for 51 development projects in Dehradun district worth more than ₹219 crore.

    The Governor said the campaign reflects the government’s strong commitment to public service, good governance, and public welfare. He stated that democracy succeeds only when the benefits of government schemes reach every citizen, especially those at the last mile, with dignity, sensitivity, transparency, and timeliness.

    Congratulating Chief Minister Pushkar Singh Dhami on completing more than five years in office, the Governor said the achievement reflects public trust, democratic stability, and continuity in development.

    He noted that Uttarakhand has taken several historic and visionary decisions under the Chief Minister’s leadership. The state became the first in India to implement the Uniform Civil Code (UCC), strengthening the principles of equality, justice, and social harmony. He also highlighted the state’s stringent anti-cheating law, strict legal provisions against forced religious conversion and damage to public property, and the effective land law as examples of the government’s commitment to public welfare and good governance.

    The Governor emphasized the importance of participation by women, youth, farmers, and residents of border areas in the state’s development journey. He described 30 percent horizontal reservation for women in government jobs, the empowerment of self-help groups, and the Lakhpati Didi scheme as significant steps toward women’s empowerment.

    He further said that the redevelopment of Kedarnath and Badrinath Dham, expansion of tourism and homestay schemes, the Global Investors Summit, G20 meetings, National Games, and major infrastructure projects have established Uttarakhand as a new centre for development and investment. Encouraging young people to pursue innovation-driven sectors such as startups and artificial intelligence (AI), the Governor recalled Prime Minister Narendra Modi’s statement that “the third decade of the 21st century will belong to Uttarakhand,” saying it reflects the Prime Minister’s confidence in the state’s potential. He added that this vision can be realized through service, good governance, and public participation.

    Chief Minister Pushkar Singh Dhami said that five years ago he was entrusted with the responsibility of serving Devbhoomi Uttarakhand, and since then the journey has continued with dedication to public service and good governance. He thanked Prime Minister Narendra Modi and said that the trust, affection, and blessings of the people of Uttarakhand remain his greatest source of strength.

    The Chief Minister said the occasion was not one for celebration but for introspection and for strengthening the government’s resolve to serve the people. He reiterated the government’s goal of making Uttarakhand a developed and leading state by 2035, with special emphasis on infrastructure, education, healthcare, drinking water, roads, agriculture, tourism, industry, investment, self-employment, and the development of border areas.

    He said the government is creating new employment and self-employment opportunities for youth through initiatives such as the new Startup Policy, One District-Two Products, the Homestay Scheme, and the Solar Self-Employment Scheme. For women’s empowerment, he highlighted the implementation of 30 percent horizontal reservation in government jobs, the Nari Sashaktikaran Yojana, the Chief Minister Mahalakshmi Scheme, and other welfare programmes. He added that under the Lakhpati Didi Scheme, more than 265,000 women in the state have become self-reliant.

    The Chief Minister said Uttarakhand has witnessed unprecedented progress in investment, tourism, and employment. Of the investment proposals received through the Global Investors Summit, projects worth more than ₹1 lakh crore have already been grounded. The successful organization of the Char Dham Yatra, Winter Yatra, National Games, and G20 meetings has given the state a new identity.

    He said the state’s economy has strengthened under the efforts of the “double-engine government.” Growth in the Gross State Domestic Product (GSDP), a significant rise in per capita income, a state budget exceeding ₹1 lakh crore, the establishment of new industries, and the increasing number of startups are evidence of Uttarakhand’s progress. He added that expanding tourism activities have also accelerated reverse migration.

    The Chief Minister highlighted several landmark decisions taken by the state government, including implementation of the Uniform Civil Code, a strict anti-cheating law, an anti-conversion law, a zero-tolerance policy against corruption, and transparent recruitment processes to ensure fair opportunities for youth. He said that more than 34,000 young people have been appointed to government services through transparent recruitment over the past five years.

    He emphasized that the government’s objective is not merely to formulate schemes but to ensure that their benefits reach the last person. It is with this spirit that the “Government for Every Citizen, at Every Doorstep” Service Fortnight is being organized. He directed officials to visit people in their localities, ensure prompt resolution of public grievances, and deliver the benefits of government schemes to every eligible beneficiary.

    Appealing to the people of Uttarakhand, the Chief Minister said that with public participation, service, and a shared commitment to development, the state will achieve its goal of becoming a developed and leading state by 2035. He expressed confidence that under the guidance of Prime Minister Narendra Modi and with the support of the people, Uttarakhand will set new benchmarks in development.
