    Respected Director of the Academy, Sriram Taranikanti, esteemed course mentors, distinguished officers, and the talented participants of the 32nd Joint Civil-Military Training Programme—my warm greetings to all of you.

    On this august occasion, witnessing two of the strongest pillars of national service—our civil administration and our armed forces—together on one platform fills me with deep satisfaction and pride.

    In this sacred land of Uttarakhand, and in this prestigious academy named after Lal Bahadur Shastri, I extend my heartfelt welcome to all of you.

    When the courage of a soldier combines with the strategic wisdom of an administrator, it creates an impregnable shield for the nation’s security and progress. I congratulate all of you for successfully completing this important training programme. Civil-military coordination is the foundation of strength and national success.

    My four decades in the armed forces stand testimony to the fact that wars are not won merely by weapons, but by leadership and seamless coordination. Without coordination, even great capabilities fall short; with shared resolve, even limited resources can achieve extraordinary success. This programme reflects that vision.

    The challenges of the 21st century cannot be addressed by a single institution. The armed forces represent discipline and decisive action, while civil services represent policy, governance, and public accountability. Together, they create a balanced and effective system that ensures national security and development.

    Today, national security extends beyond borders into cyber space, data, and hybrid warfare. A Whole-of-Government approach is essential. Civil and military coordination is the key to addressing modern challenges.

    India is moving forward towards the vision of a Developed India by 2047. A secure nation is the foundation of development. When security is strong, economic growth and social welfare reach every citizen.

    Border areas play a crucial role in national security. Initiatives like the Vibrant Village Programme strengthen both development and strategic resilience. Empowering citizens in border regions is a shared responsibility of civil administration and military leadership.

    The regional environment presents evolving challenges. India’s approach remains clear—restraint with resolve. We are committed to peace, but firm in protecting sovereignty. Strength and preparedness are essential.

    Technology is a major force in national security. Artificial Intelligence, drones, space systems, and data technologies are shaping the future. Nations that master these will lead. India must adopt strong, ethical, and indigenous technological systems.

    In the digital age, data sovereignty is as important as territorial sovereignty. Cyber threats require coordinated responses between civil and military systems. India is also advancing towards self-reliance in defence, strengthening its strategic autonomy.

    India is transforming from a defence importer to an emerging exporter. With strong leadership and institutional capacity, the nation is becoming a global force for stability and cooperation.

    In Himalayan states like Uttarakhand, climate change and natural disasters are emerging challenges. The coordination between civil administration and armed forces during disasters is a model that must be strengthened further.

    You are not just officers—you are future leaders. Leadership requires integrity, responsibility, and the ability to inspire. Your decisions must be guided by ethics, transparency, and national commitment.

    I urge you to take three resolutions:
    First, make coordination an integral part of your work and share success collectively.
    Second, resolve differences through dialogue and maturity.
    Third, maintain the relationships built during this programme—they will be valuable in the future.

    Every decision you take contributes to the secure future of the nation. Your actions must reflect not only logic but also dedication to national service.

    As we move towards Developed India 2047, your role is critical. Wherever you serve, remember one guiding principle—Nation First, Nation Always.

    I am confident that this training will empower you to serve with strength, sensitivity, and commitment. Your dedication will contribute to building a secure, strong, and prosperous India.
